Venezuelan government sees blogger's paper as a Pentagon plot

The Venezuelan government sees this blogger's psychological strategy paper as part of a global Pentagon plot "by means of another tentacle under the orders of Rumsfeld."

The Ministry of Communication and Information in Caracas published a story about the paper, "United States Plan of Attack," on its website.
